I think they do a commendable job but stronger enforcement entails additional resources and the state won't do it. I mean it wasn't that long ago state parks were at risk of being shut down.
I do think if they regularly ticketed shore anglers for fishing without a license they could rake in some cash quickly. At least that's my theory with how many numbnutz I've seen at Round Valley fishing without one every summer.
