Looks like a pike. It's easy to confuse the different members of the esox family when they are young. Pike have bars when they are juveniles that break up into spots as they age. Sometimes the bar patterns will remain (usually dots arranged in bars) even after the fish reaches over 30". I've seen these confused with pike/pickerel hybrids and tiger muskie a bunch of times on the Internet.
