It depends upon how long the rod was. If you can find a tip top with a diameter to fit over the new tip of the rod you can use hot glue (aka ferrule cement) and just put it on. You might have to trim off one of the top guides if it is too close to the top. If the rod is too short, think about using it for ice fishing. The action will be shot if you lost too much of the end of the rod. In any case, it sounds like you'll be getting a new rod for Father's Day. If too much of the top of any rod is lost, it usually results in buying a new rod. If there is a problem with the reel seat or lower part of the rod, a "splint" or reinforcement insert can strengthen the blank. Unfortunately, most broken rods can't be repaired.
