That fence doesn't go around the whole lake. If you walk down to the water, it stops and there's plenty of shore access. If you continue past the Pavillion on your right and walk on the grass all the way to the end, there's more openings down there as well. Also, the paddle boats are in the water and they're prob renting them soon if not already. I think it costs $10 for an hour and it's well worth it to be able to fish the opposite side of the lake. Just don't use any Texas rigged worms or cranks because there's some kind of fence on the bottom that you'll snag on every cast. I'll PM you some more info on Union County spots. There's a lot.
