Oceanport ramp

Is the ramp at the little park(across from Casa Comida) free or seasonal pass?

The ramp across from the Mexican restaurant is a Long Branch ramp. Was always free. I would assume it is still. The Oceanport ramp is on Port Au Peck Ave. It is not free.
