Boating rules for boating in ocean

Can someone point me in right direction to where I can find the required items needed when boating in the ocean? I am from PA and plan to jet ski fish for fluke out of Belmar and I was told flares are needed. I just want to make sure I have all I need before coming down.

Also does NJ honor a PA boating licence?

Not sure about the flares but the license is reciprocal, as I have a NJ boating license and live in PA and it's good here...

Flares and 3 distress signals are required on vessels over 16 feet. In NY they require jet skis have distress flags.

There were many tales of PA licenses being rejected in NJ because you can take the Safety Certificate exam on line. But as of 2015 so does NYS let you take exam on line too with the course

From the NJ State Police website:

A3: To operate a vessel upon the waters of this State, an individual would need one of the following: a Boat Safety Certificate issued in their home State, a New Jersey Boat Safety Certificate, United States Coast Guard Captain’s License, or written proof of completion of a safety course approved by N.A.S.B.L.A. or one substantially similar to a New Jersey Course.

Looks like you're good with the PA certificate.
