Fresh or frozen bunker for chum

Curious if anyone would be willing to say whether or not fresh bunker is better than frozen bunker (from flats) for chum when striper fishing? Fresh bunker gets expensive if using for Chum...

If you are chumming frozen is fine but fresh would be preferable for your hook baits.
