Why have the weakfish numbers declined so badly over the last ten years?

I've seen them crash the beach at the hook a few years back. They had to be less than a pound. People had buckets of them. I told them they were too small but I'm pretty sure there may have been a language barrier. I didn't even unload my gear to fish. I saw a ranger speaking to a few of them, hopefully giving out tickets. I didn't stay to find out, it was disgusting.
