Young kids on party boats

I was on the Dorothy B and the boat was loaded with young kids. They were making noise and a few tangle ups, it was great they were having a great time, now my complaint is when small kids catch shorts that were only from a quarter to an inch short they could not keep them. There was a little boy maybe 5 years old caught a short and the excitement in his eyes was heart warming.Until it had to be thrown back. It seemed the kid lost interest in the fishing rest of the trip. Maybe you guys that make the laws can fix this issue. Maybe kids under twelve can keep fish an inch under the adults rules. Kids that fish grow up in a positive way of thinking. Also the adults that were complaining about the kids should grow up. This is my opinion.

And maybe seniors can get a half inch or so? Doesn't seem right for those of us on a fixed income to put out all those $ to fish and come home with no fluke, while tossing back so many shorts!
