best shoreline bet for flounder?

Off all week. I'll definitely hit the party boats a few times but would like to
catch a flounder as well.

I usually fish the river from sandy hook but its closed.

shark river sounds dead.

You might try the Flats area between the marina & the Navy pier, in Leonardo. I used to pick up a few there every evening, along with an occasional bass.

Took a ride past Marine Park Red Bank and no one was fishing there or by the Oceanic. Saw clammers and one fisherman on the Middletown side. Fishing was very quiet. No fish reported
