NY Habitat Stamp?

While doing some research on the Federal Registry/Saltwater License Issue, for tonight's club meeting, I came across mention of the NY Habitat stamp.
http://www.dec.ny.gov/permits/329.html I was just wondering what everyone thinks about this. Good or Bad idea?

Re: NY Habitat Stamp?

My thought about this for NJ. Maybe a compromise if we can get the State to go for the State Saltwater registry with the $2.00 fee to cover the expense of the registry rather than some off the scale License fee. Then maybe we could agree to a voluntary stamp with funds dedicated "to Help Conserve Habitat and Increase Public Access"
like the one in NY?

I know there are many ways that this money could end up in the general fund. Like I said, just a thought.
