How does one fish Woodcliff Lake, Lake tappan and Oradell?

I've been looking to branch out now to different spots in Bergen County. I've been hitting the same spots for around 5 years now and the quality of bass fishing has been declining in some spots.

Anyway I've heard stories about Wonderful fishing in these lakes I've mentioned but my concern is how do you fish them? Do you need a permit or something? I heard something about a watershed program but I can't find Registration online for it, Any help?
