I have used picks in ice rescue training. They do work.

Worse case scenario, if you are caught in the water without them you can try to "roll" yourself up onto the ice. Get an arm and leg up on the ice shelf and use them to help get your weight up onto the ice and out of the water. It will spread your weight out instead of concentrating it in a small spot as you try to get out. If you do make it out, stay low and spread your weight out as you make your way back to the shore or safer ice.
