Ganesha Chaturthi is the Hindu festival celebrated in honour of the elephant-headed god Ganesha. Celebrations are traditionally held on the 4th day of the first fortnight in the month of Bhaadrapada, according to the Hindu calendar

I found the same elephant statue one day scuba diving near the boat ramp at Round Valley. I thought it was going to be another Brady Bunch Tiki idol and got freaked out. Thankfully no bad luck!!!

Charge them with illegal dumping in a waterway...
that seems pretty xenophobic. it would be like ticketing someone for littering when they leave flowers or a candle where somebody they loved died in a car accident.
it would be nice if they cleaned them up afterwards, but i don't know the full religious significance (maybe it is supposed to stay in there), so i don't have a problem with this either way

In a thread about this a year or so ago, I recall that they got all of the necessary governmental permits.
And, said permits required that they only briefly immerse the statues in the river & then remove them.
As with the public in general, there are always some whom ignore regulations.

.
They were on the Delaware River yesterday afternoon burning incense and floating flowers downstream.
I don't think they had a permit. Send in the police!
