Will this help? One bass is the limit in those three states. Anyone going to spend that money in Montauk or Marthas Vineyard with a one fish limit????? Slowly but surely the Fisheries Management gurus will put the for hire boats out of business. How much money will these states loose in tourism? Going to be some good buys on Down Easter boats from the New England guys going out of business! No cod and one bass=poverty! I wonder what fish is next on there hit list.:(

Charters on the east end target multiple species, and they don't have to burn tons of fuel to fill the boat with meat. They can bail fluke from shagwong to various spots on the south side, shoot to frisbees to load up on scup and sea bass, then hit the rips when the tide turns to bail the stripers and bluefish. I can't see a one fish limit hurting them much at all. The species diversity in a relatively small geographic area plays well out there...
I can't speak about the vineyard though... Not sure what their fishery is like.

Change bait, rigs and the extra cost. Only so many hours in the day. Ain't going to happen here.
