more permits?

They would allow NMFS' Office for International Affairs & Seafood Inspection and regional administrators to issue high seas fishing permits for any authorized high seas fishery.

That sounds like it's for the commercials. How can they put an observer on every private/charter/PB that ventures out past 3 miles? And they all have to have an "updated mobile transceiver". Or did I misread it?

3 miles? Outside the Exclusive Enterprise Zone (Magnuson Act) is beyond 200 miles of shore.

Just some rediculous rule US will have and is unenforceable against foreign ships in international waters. Quite symbolic and warm and cuddly yet near useless in the bigger picture.

They don't intend to put an observer on every boat. They just want the right/ability to put one on a boat if they choose to.
