pond fountains

lately I've been fishing local ponds and catching nice 4lb bass along the grassy shorelines. pretty much every county maintained pond now has a fountain in it. what exactly is the function of the fountain (algae control?) and are the fish also attracted to the periphery of the fountain where the water is falling and churning?

so, do you think fish would be attracted to the oxygen rich frothing area of the fountain?

From past experience, I have caught fish around the fountains. Oddly, they were mostly panfish. I can't recall catching any noteworthy bass from under a fountain.

+1 My best from a park pond came from the shoreline on the opposite side of the fountain, bass and trout.
