Yes it is open to the public. Just be careful. With the water level down so low, you may have issues getting back up the ramp if you don't have 4wd. A friend of a friend was down there a few weekends ago and was "stuck" for a bit before a buddy came and helped him out.
There is also one in Little Falls above the falls. Not sure of the street, but its within a small park. Not the best launch, as its pretty steep and most of the concrete has broken off which makes for a rough drop. Just be careful and have a buddy spot you and you should be alright.

I actually stopped and looked at the launch area across from the highschool last night. Want to put a 17'
Stratos deep V in and it looked alittle shallow and rocky. gonna give it a whirl on
Saturday . Hope my outboard doesn't find any rocks in the river.

They are ALL over now with the low water conditions. In my kayak it doesnt matter, but when we take my buddy's 14' v-hull out, we usually take it easy and have one person sitting in the front of the boat to scope things out in case the motor needs to be lifted.

if applicable, make sure to release the tilt lock on your outboard so it can swing up if you hit something
