For some reason, I happened upon some information that made me see if Butler Pond was private property so I asked Livingston Police and this was their response to me:
Thomas,
Butler Pond is located on private property owned by the City of East Orange and is part of the East Orange Water Reserve. As far as I know the city does not allow anyone to access this property and I can advise you that they have pressed trespassing charges in the past for individuals who have been observed on their property.

I am going to find out about Taylor Lake and email East Orange Water about Butler Pond. I will post my findings. Just giving a heads up, obviously you can do as you want, its just my personal preference to not be concerned about the possibility of trespassing.

Regarding Taylor Lake:
Thomas,
Taylor Lake is also located on private property owned by the City of East Orange and is part of the East Orange Water Reserve. Again, as far as I know the city does not allow anyone to access this property. Also, There is no access to this area from JFK Parkway.

Mr. Grosvenor:
Taylor Lake and Butler Pond are located in the East Orange Water Reserve, owned by the City of East Orange Board of Water Commissioners. Fishing and other prohibited activates are considered trespassing which may lead to criminal prosecution.
