Heard there was a very good GIANT bite about 8 miles off the hook a few weeks ago and the NMFS shut it down? Is this true? Guessing this applies to only fish over 73'?

Correct. May 21st they shut down recreational retention of any bluefins 73"+.
Those fish blew thru NJ, then the south shore of LI and Montauk in about 7 to 10 days time. Some may have holed up outta Jones, but they usually arent around very long.

they were here for almost a month this spring.
and some still are , another was caught yesterday .
.the amount of ling whiting and mackerel that has been in the hole hasn't been like this in decades

This one was caught before it was shut down.
