Yes there is....write to FGW using their comment forum....if there is enough pushback they will likely table the rule...

Through the efforts of the Knee Deep Club we were able to get the state to table a proposed rule that would have not allowed any boat to anchor within 200' of the entire shoreline on Lake Hopatcong....Some well off and connected home owners didn't want to see party goers in their cove anymore and tried to sneak the boating rule through in the middle of the winter...

I do think it's BS too. Again im just stating that the club-members will still probably be catching state stockies in the closure anyways; nothing really enforcing to prevent it. But surely the rule being official isnt a good step.

I left my own comment against that proposal through that link you sent.
